No. The PDPL is a legal obligation enforced by the Personal Data Protection Authority, while ISO 27001 is a certifiable management framework. A well implemented ISMS supports many PDPL requirements, such as risk assessment and breach handling, but it doesn't replace legal steps like consent management or breach notification procedures.

If you manage client systems or data, ISO 27001 is usually the priority. If service consistency and SLAs matter more to your clients, ISO 9001 may come first. Many MSPs eventually hold both.
